Discurso Fórum de Associações Globais de Regiões (FOGAR)

Prezado Sr. Michel Vauzelle, presidente da Região Provence Alpes – Côted’Azur, Presidente do FOGAR,
Prezados membros,
Bruno Covas e Ana Paula Fava no FOGAR
Gostaria de agradecer o convite para participar da reunião FOGAR.
Não quero ser repetitivo em relação ao excelente discurso do presidente Michel Vauzelle mas, gostaria de reforçar a importância do papel do FOGAR no fortalecimento do papel dos governos sub-nacionais, no contexto internacional.
Como co-presidente sul da Rede de Governos Regionais para o Desenvolvimento Sustentável – nrg4SD, participei, nesta manhã, do Comitê Diretivo, onde discutimos a importância de focar as ações de ambas as redes na mesma direção, em função das dificuldades em reunir diferentes atores, de diferentes países e de diferentes culturas.
Os membros da nrg4SD e do FOGAR devem trabalhar juntos, a fim de serem politicamente reconhecidos no cenário internacional, nos três principais temas de discussão das redes: Mudanças Climáticas, Biodiversidade e Gestão deÁgua.
Este ano, uma nova Conferência das Partes (CoP) será realizada em Durban, África do Sul e no próximo ano, será realizada a Rio+20, no Rio de Janeiro. Neste contexto, como membros de diferentes redes, temos a oportunidade de discutir não só os três temas mencionados acima, como também novas propostas como: Economia Verde e Erradicação da Pobreza.
O Estado de São Paulo tem desenvolvido diversas ações nesse sentido e terá o maior prazer em não só trocar estas experiências com outros membros da rede, mas também colaborar com o que for necessário para ajudar outras regiões a implementarem suas ações, fortalecendo assim, os governos sub-nacionais.
Finalmente, terei imenso prazer em apresentar à Assembléia Geral da nrg4SD daqui a dois dias, qualquer proposta sobre a nossa sinergia discutida aqui, que possa ser aprovada lá.

Distinguished Leaders,
I would like to thank you for the invitation to participate in the FOGAR meeting.
I do not want to be repetitive regarding the very good speech of the President Michel Vauzelle but I would like to reinforce the importance of the role of FOGAR towards the strengthening of the sub-national governments in the international framework.
As Southern Co-chair of the nrg4SD, I participated this morning at the Steering Committee where we discussed the importance of focusing the actions of both networks in the same directions due to the difficulties in putting together different actors, from different countries and from different cultures.
The members of nrg4SD and the FOGAR should work together in order to be politically recognized in the international framework on the main three themes: Climate Change, Biodiversity and Water Management.
This year another Conference of the Parties is going to be held in Durban and next year, the State of Rio de Janeiro will hold the Rio+20. In this context, as members of different networks, it is very important to take the opportunity to discuss not only the three mentioned themes, but also new proposals as Green Economy and eradication of poverty.
The State of São Paulo has been developing many different actions on this direction and will be most pleased to exchange them with other members and to collaborate by helping other regions to implement actions at a sub- national level.
And most of all, I will also be most pleased to present to the nrg4SD General Assembly any proposal regarding the synergy between both Networks, here discussed, to be approved there.
